The S7-1200 can't measure feeder power or phase voltage by itself, so which meters are already on the floor, and do they speak Modbus? That decides the tag map more than anything else. I'd also push back on WinCC by default, since the edition you pick limits archiving and reporting for management. My closest background is industrial automation with data exchange between tooling and a PC, so I'd start by mapping the meters.

Well-commented blocks per feeder and machine for kW, kWh, 3-phase voltage, current and PF, with voltage excursion alarms. SCADA: I suggest Ignition. It connects to the S7-1200 directly, screens open in any browser or mobile, and live graphs, reports and trend filtering by line, shift or date are easier than in WinCC. If you prefer WinCC inside TIA Portal, I can do that too at the same price. Data: All values are time-stamped and a CSV file is dumped automatically every day for Excel. If needed, I will also configure automatic upload to PostgreSQL at the same cost.
