odds comparison

I am looking for an application that will build a database of all horses and their odds in the decimal format from frames with HORSS&EventGroup within their address from [url removed, login to view] and also build a comparison database with all horses listed within "Horse Racing - Todays Card" excluding events with (AvB),(Place) & (w/o Fav)from www.betfair.com.

Both databases must automaticly refresh every 15 seconds.

With the two databases filled the application will recognise the horse name and compare the decimal odds offered in each database, alerting me in text and audio that the decimal value in [url removed, login to view] (database a) is smaller than the decimal value for the same horse in [url removed, login to view] (database b).
