A blank that becomes a plausible number disappears into the report and nobody downstream can tell it was ever missing - which is how a figure gets quoted with more confidence than it deserves. So my default is to flag rather than fill, and to fill only where the value is genuinely derivable, for instance a total recomputable from its parts or a field the data dictionary defines as inheriting. Keeping the first accurate record assumes the duplicates are identical, and often they are not - one row has a field the other lacks, or a later correction.
