need quick expert CSS help with fixed button panel DIV

Here is the problem I need you to solve as quickly as possible. It is probably an easy fix for a CSS expert. a. Assume a simple CSS-based layout of 3 areas: an ARTICLE, a comment FORM, and some buttons (BTNS). See Exhibits A and B below for examples. Basically, I want the buttons to stick to the bottom of the form if the form is short, but otherwise, I want them pinned to the bottom of that column so they are never hidden. b. The ARTICLE may be short (fit on less than one screen height) or it may be larger and need to scroll. c. The FORM may be short (fit on less than one screen height) or it may be larger and need to scroll. It must scroll independently from the article. d. THE CHALLENGE: The buttons (BTNS) should appear attached to the bottom of the FORM if the FORM is short. If the FORM is long, the BTNS should stick to the bottom of the screen, as shown in Exhibit B. I am an experienced buyer (here and elsewhere) and pay quickly. I'm interested in a quick solution and this is very easy project, so if you want to just PM the solution, I may just accept one that meets my spec and is the most robust.
