Create NFTs

Hi all!
I am developing a website which will be handling NFTs.
I need a module that i can later use in the site, which will provide me with:
BlockChain:
- Polygon
IN parameters:
- Total number of NFTs to be initially created (i.e. 100)
- Partial number of NFTs to be minted by a certain user (i.e user1=20, user2=30, user3=50)
- Transaction fee conditions (i.e. 10% fee)
- Any other?
OUT values:
- Email link to userX to mint his amount of NFTs
- Validity period (if expiration date arises, my admin account will mint the NFTs that this user didn´t want to mint)
- Any other?
Other considerations:
- The NFTs will represent shares of the ownership of a product.
- My website will list several products, and on button click, your "API" will create NFTs related to them
- So, let`s say I say i have a product and want to share its 35% ownership .
- People will buy shares up to their interest until the max amount of 35% offered is reached
- I define in advance how many NTFs correspond to that 35% I want to share (all this are IN parameters of the API).
- When I reach the 35%, the API creates the NFTs and sends a link per Mail or over the mobile App to each buyer to let them mint the bought amount of NFTs.
- The amount of NFTs vary from product to product as well as any other parameter
- If they do not mint within a period of time, I as owner of the platform will mint those NFTs.
- you will be providing an independant API / Solution, separately to the website i am being developed right now; what i need is a "working solution" involving all aspects, and then just "click" on the normal website which will start your processes.
- I already have a hosting
