Design and create/manufacture a set of arms - attached to a backpack or harness that will move with the wearer's arms

I am looking for a mechanical engineer who can design and build me a pair of larger-than-life arms that I can wear (attached to a backpack or harness) and move when I move my own arms. This is for a costume only, so while I want it to look fantastic, the actual function does not need to be particularly high-tech. I am NOT looking for someone to only make me a digital design...I want the finished product.

Materials:

- As I am unsure about the materials, I would like to consider different options with my freelancer..but I expect it would include leather, metal or possibly be 3D printed (for the outside)

Budget:

- My budget for the design and creation of the backpack with big attached arms is up to $2000 if I can have the design in time for Halloween at the end of this month.

If you have experience with cosplay or an understanding of what a Stempunk costume looks like - that is a plus.

I have attached some files to give you an idea of what I have in mind, none of these files need to be used or be included in the final design.
