Radiofrequency prototype

Utilizing technology used in the automobile industry, I would like to develop a radio frequency prototype for location tracking. Automobiles use key fobs for starting a car when the key fob is anywhere within the vehicle. I would like to use this or similar technology. I am not interested in the aspect of the key fob that does remote start or opens the doors from 100 yards away. I am interested in the aspect of the physical presence of the key fob within the car and how the car recognizes the fob to be present (trunk, front seat, back seat - none matter as the car starts no matter what).
Utilizing this technology, I would propose to build a prototype device using existing technology to serve as a local tracking device. For instance, with this device - we would be able to determine if a piece of equipment with this device would be within a certain area of the office. It is not my understanding that GPS would be accurate enough.
The best fit for freelancer would be able to demonstrate understanding of this technology.
