Have a .NET driver that will do this. Text file is not necessary. You can put data to send to PLC in dialog and error, if any, will be returned for you to raed & process.

The .exe application will communicate with the PLC over serial port / Ethernet. It will fetch data from your .txt file and will store the results in another .txt file on your desktop.
