Cocoa CSV to TAB Converter for Mac

I would like someone to write an Apple Mac application in Cocoa on an Intel based mac. I need the application to accept 2 file names and paths. The user should be able to press Convert and the application will convert the source file from CSV format to TAB delimited format. There should be a global registered flag that if it is set to 0 converts only the first 10 lines of the file. If it is set to 1 it will process the whole file. There should be a help button and register button on the main screen. Help button launches a URL in the user's default browser. The register button should launch another window that prompts the user for a registration name and serial number. There should be a stub function provided where I can add code to handle registration.
