The built-in power management in Windows only allows us to turn a monitor off after a certain period of inactivity, and on again upon a mouse event or keypress.
We need to be able to control monitor power off/on on a scheduled basis (e.g.: turn monitor power off at 1800H and on at 0600H).
This could be (in order of preference):
1. a program that starts with Windows as a service (with a tray icon), and has its own scheduler built-in;
2. an EXE with command-line options that can be run by Windows Scheduler;
3. a pair of EXE's (one for OFF and one for ON) that can be run from Windows scheduler.
Useful options: also able to set the CPU to standby or not, and ability to turn off hard disks or not. In these cases, and if we decide to do a full shutdown (i.e.: monitor OFF, CPU in STANDBY, and hard disks OFF), then the scheduler must still be functional to run the wake-up event at the designated time (i.e.: monitor ON, CPU ON, and hard disks ON).
We are running Windows XP Pro.
