I am looking for a top programmer with experience in deduping software. I would like the software to be written in either Visual Basic or C++.

I would like it to be flexible and compare two or more lists. I want it to be able to handle any popular DB format. I need different versions: evaluation, lite, pro, super etc.
I want to own all rights to the software and source code. I am looking to pay for the code to own, but partnership/royalty per package can be negotiated. I will pay the winning programmer in installments upon set milestones. I will provide a full feature list to the winning programmer.
Timescale: Not important, but I am looking for a sellable product within 60 - 90 days.
