PDF Editor using 3rd Party Tools or Its Up to You

We have a Client who needs an PDF Editor Tool. Due to work load we would like to hire a small/mid size company to work on this project. You should provide us the Project plan / SOW in detail when further discussion goes. Description ->: You need to develop an application which will Edit or Create a New PDF Files and/Or Forms. This would be a Desktop Application which the user would install on their PC. The application should run on Microsoft Windows PC (Windows 2000 through Vista 32 Bit). The application must be given with installer. The Basic features what my client is looking to have are 1. Creates PDF File - Forms 2. Edits any PDF File or Forms 3. Can Insert Images 4. Can add watermark in the PDF Pages 5. Spell Checking 6. Update Feature - Software gets updated form their server 7. Change the Font Style and Color 8. Print the open Documents 9. Insert Shapes such as Lines, Box 10. Hyperlinks 11. Page Count with header or footer The application will not be dependent on the Adobe witter. It can be dependent upon the Adobe Reader but not Writer. You are free to use Third Party Tools to develop the application. There are many many 3rd Party Tools available on the internet for Developers. The Most popular is Ghost Script. The Ghost Script converts the PRN to PDF files. So basically what we have come to conclusion after researching was that , a file is saved in PRN form (printable form) and then call GhostScript to convert it to the PDF. Using Ghost Script is very very simple and we can help you about the commands. I leave the selection of third party to the Service Providers. You can use any of these or any other to which you have a good knowledge. This will be brand new development. You have to start from scratch You must support a high-level of communication, project visibility, rigorous QA process, and planning and code documentation. We need an experienced Java/J2EE/VC++/C/Delphi/Dot Net Software Engineer, not a Web Development specialist. This will be a long term engagement as it will require ongoing future enhancements.
