Linux Multimedia Front-End - DVD/MP3 etc

I have drawn up some screen designs for a USER FRIENDLY front-end to operate existing multimedia software such as - DVD player, digital photo library, mp3/ogg library etc. The program muist be suitable for TV output. I want to use this software on a small OS like Knoppix and run it from an old PC in the lounge - an alternative to MS Media Centre if you like.
I am no programmer but I understand that this is not a massive job since all the technical coding exists in many open source applications. I'm told this can either be done using Python/XML, GUI makers, cross-compilers (e.g. X-forms) or web overlays.
