REST API in both JSON and XML which talks to MS SQL database

We need a REST API using a selection of either JSON or XML input/output depending on the partners preference.
We will write the MS SQL stored procedures.
We just need the web service built to run in IIS using .NET. and to call our stored procedures for read/write.
The API will allow customers to authenticate with a login and password encrypted token, and allow them to get a quote, post an order, get order status updates, cancel an order, retrieve order list.
If they are a carrier, again they need to login, need the API to allow them to list orders that are dispatched to them, send a status change for one or many orders, submit a name and signature for the person at the pickup or delivery location, submit pictures related to the delivery with a type ID where types are from a table, send driver status, send GPS coordinates, etc.
We will provide required parameters and output fields.
