App Developper for Android and IOS -- 3

I am looking to create an Android and IOS app very similar to a JOB board app for a specific job industry based in a specific area (At start, and then eventually to expand the app to more cities if succesful). I have absolutely no knowledge of this and I am searching for someone that I could even call a technical partner who could also guide me in the process and with whom I can have great communication. if that's sound good, please let´s talk more.
