Property Flagging Map Apps

I want to initiate the building of property-flagging apps and have two applications in mind. One is a new kind of polling, the other a new kind of property listing. The basic is idea is very simple. Users would publicly signal by raising a digital hand or planting a digital flag at their address on the property overlay of a digital map. Those hands and flags would look like pins dropped on Google Maps. I have attached concept documents that explain the purpose of each app and sketch their basic functionality. I make no IP claims and simply hope is that somebody can make this work. I have neither the budget nor the skills to take it further myself,
