We intend to launch an Internet portal related to the night life and create a huge community around it.
This portal will offer both services for end users (those who party; e.g.: teenagers, etc.) and businesses (e.g.: bars, discotheques, etc.).
Members will be able to join the community by creating/customizing their profiles (personal information, photos, buddy list, etc.).
Business will also be able to introduce event information (place, date, price, description, flyer, etc.).
All the information will be stored in a database which will be able to display results per location (region, city, etc.).
In order to promote the community building, a chat room and a rating system (the best members get better ratings) will be offered.
The system has to be designed to support hundreds of thousands of users, and in any case it has to be scalable up to the millions.
The branding/design part would be in principle delegated to a specialized third party, therefore it is not included as a requirement in here.
The closest concept to what we would love to have is www.tillate.ch.
Once the portal was about to be completed according the final product specifications, the whole knowledge should be transferred to the people in charge of setting up and maintaining the portal.
We expect to have this ready in one month.
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
