Customising android application to my need

hi I have come across a android expense manager application I need few of the changes to be done ill provide the link of the application below and my requirements/changes to be done kindly revert me back

Changes to be added or modified:

1. User roles to be created and need to give permissions to edit and delete the entries

2. Reports to be generated and downloaded as pdf

3. Adding expense category wise reporting

4. Adding income category wise reporting

5. Special categories to be created and once its been entered it needs to get approved from the admin.

please let me know the cost we will buy the app from codeignitor and give it to you to do the changes

and also we are open to know other ideas
