Build me an app

I want an app (Android and iOS plus a website integrated together) for selling services.
Here a list of things of things I want on the app:
1. Login and Sign up ( Sign up should have two options, one for freelancer and one for client)
2. There should be there tabs once you login (Home, search, messages, Explore and then profile).
3. An Ad Integrated system
4. Payment System where by a client pays complete money for service but the fund get withheld by us (company) until customer is satisfied.
5. Each Freelancer should have in their profile; profile picture, Review option, rating after a work, Origin, Language, his work samples, skills, the last he finished a gig on the app, and average response time and then some description.
6. Sharing of account numbers should not be allowed, and also anything related to payment that isn’t on the app’s end.
7. The GUI should be sleek and should look modern (blue is the [referred color)
8. The client should be able to chat with the freelancer before sending an offer
9. At the search tab, there should be a category of services offered on the app
10. The company should be a the one to control the number of categories of gigs and should be able to oversee all activities on the app
11. The preferred payment gateway is Paystack
12. Each category should have a sub where a more detailed list would be available
13. A simple algorithm that shows client gigs that he/she might be interested based on recent search.
14. In a freelancer profile, he/she should be able to manage request, (While client should be able to manage orders), Status options, Preferred payment option and then support)
