I need an Android application that accepts an RTSP stream from any IP camera, decodes it in real time and exposes it to the operating system as a virtual webcam. The goal is for this synthetic camera to appear alongside the device’s built-in cameras so it can be picked inside Zoom, Google Meet, Microsoft Teams, Instagram Live, Facebook Live or any other conferencing or live-streaming app without additional plug-ins. Core requirements • Input: a simple field where I can paste the RTSP URL and tap “Connect”. • Processing: low-latency decoding (preferably via MediaCodec with hardware acceleration) and seamless piping of the frames to a virtual camera using Camera2 / CameraX’s StreamSharing or a comparable technique. • Output: a persistent virtual camera device that survives activity restarts and is selectable by third-party apps exactly like a physical camera. Extra functionality I must have • On-screen controls – play / pause, reconnect, resolution toggle and FPS indicator while the stream is running. • Recording – one-touch start/stop to locally save the incoming stream as an .mp4 (H.264 or HEVC). Recorded files should be listed in-app with share / delete options. Compatibility & stability The solution has to work from Android 10 upward, handle network interruptions gracefully, and keep audio/video in sync when recording. I’m fine with using open-source components such as GStreamer or FFmpeg as long as licences are respected and the final APK remains lightweight. Deliverables 1. Signed release APK and installable AAB. 2. Full Android Studio project with clear build instructions. 3. Brief README outlining architecture, libraries used and how to add the app’s virtual camera on different Android versions. 4. Short test video proving the virtual webcam is detected by at least one conferencing app and one social media live platform. I’m available for quick clarifications and can provide sample RTSP URLs for testing. Let me know your approach and estimated timeline so we can get started.

can start right now I have checked the details. I have built real-time streaming and custom MediaCodec pipelines before, so piping decoded RTSP frames into a virtual camera device using Camera2/StreamSharing makes total sense. I will ensure the app supports Android 10+ and includes the requested on-screen controls, local MP4 recording, and the full Android Studio project with clean documentation. Quick question: are you targeting a specific resolution/FPS profile for the hardware-accelerated decoding, or should it dynamically adapt to whatever the RTSP feed outputs? Let do it—send over the sample RTSP URLs and we can get started right away.

Creating an Android app that accepts RTSP streams and exposes them as a virtual webcam is a fascinating challenge. I see that low-latency decoding with MediaCodec is key, especially to handle those network interruptions you've mentioned. Many overlook the need for proper synchronization between audio and video during recording, which can lead to frustrating user experiences, I'll focus on making sure that the virtual camera is persistent and integrates smoothly with apps like Zoom and Google Meet. And my approach involves using Camera2 or CameraX for stream sharing, combined with FFmpeg for recording functionality. I'll implement on-screen controls for easy stream management, and I’ll make sure the app works from Android 10 onward. You’ll receive a signed APK, an installable AAB, and a detailed README just to guide you through the setup. I'm ready to get started on this right away, and I’m excited about the potential of this project. Rajavel | Android Development | RTSP | MediaCodec

**Free to start today and I've built this kind of RTSP-to-virtual-camera pipeline before** Read through the spec, MediaCodec for low-latency decode plus a CameraProvider based virtual camera is the right call here, and I'd lean on FFmpeg for the RTSP ingest to keep it lightweight. Recent work: built an Android app that piped an IP camera feed into a virtual webcam usable inside Zoom and Meet for a security-startup client, and a separate app with local MP4 recording plus reconnect handling for flaky networks. I can start today with the RTSP connect and decode pipeline first so you see it working end to end before we build out recording and controls. Want me to send a quick architecture note first?

Hi, I can build your Android RTSP virtual webcam app end to end. I will decode the stream with MediaCodec hardware acceleration for low latency, then expose frames through Camera2 StreamSharing so your synthetic camera appears beside the built-in cameras and stays selectable in Zoom, Meet, Teams, Instagram and Facebook Live after restarts. You get paste-and-connect input, on-screen play, pause, reconnect, resolution and FPS controls, plus one-touch MP4 recording with in-app share and delete. I will deliver a signed APK, AAB, full Android Studio project, README and a short test video. Thanks, Nikhil Preferred & Verified Freelancer | 5 Star Rating | 100% Project Completion.

Hi, How are you? Most RTSP apps only play the feed inside their own screen. You need that stream to show up as a real virtual webcam next to the built in cameras so Zoom, Meet, Teams, and live apps can pick it with no plugins. That is the hard part, and that is what I would build. I can ship an Android 10+ app with RTSP URL connect, low latency decode, on screen play pause reconnect resolution and FPS, plus one tap mp4 record with share and delete. You get signed APK and AAB, full Android Studio project, README, and a short test clip proving a conferencing app and one live platform see the camera. Message me with a sample RTSP URL if you want to kick this off. Thanks, Srdan.

Hi, I have experience with native Android media pipelines, RTSP/video processing, MediaCodec, Camera2, WebRTC-style streaming, background services, and local MP4 recording. ? The key challenge is the virtual-camera requirement. A normal Android application cannot expose an arbitrary Camera2/CameraX stream as a new system-wide camera device selectable by Zoom, Teams, Instagram, etc. using only public Android APIs. I would validate the target Android/device environment first and use the appropriate privileged/system-level or supported virtual-camera approach rather than promising an API that Android does not provide. ✅ RTSP & Recording System: I can implement RTSP input with hardware-accelerated decoding where supported, reconnect handling, FPS/resolution controls, and synchronized H.264/HEVC MP4 recording with MediaCodec/MediaMuxer or an appropriate licensed GStreamer/FFmpeg pipeline. ✅ Virtual Camera Architecture: I can prototype the frame pipeline and investigate Camera2/CameraX, Android virtual-camera capabilities, and device/OEM-level options to determine the viable path for third-party apps. The architecture will keep decoding and camera output modular so the solution can adapt to the target environment. Best regards, Michel.

Hi, I can build a lightweight Android app that makes receipt submission quick and simple for your staff: open the app, take a photo, let the app clean up the receipt, enter the purchase reason, and send it directly to accounting. I'll use Kotlin with CameraX and image processing to automatically detect receipt edges and create a clean cropped image. Before sending, the app will ask for the purchase reason and include it in the email along with the receipt attachment. The receipt image will only be kept temporarily during processing and removed once the email workflow is completed. The accounting email address will also be easy to update later for future changes. I'll provide a signed APK, organized Android Studio source code, and simple setup notes. I'll test with different receipt sizes, lighting conditions, and real-world scenarios to ensure the app is fast and reliable on normal Android devices. Best regards

Hi, Abror here, from Uzbekistan. I'm a full stack developer with 8+ years of experience working with Android, Java and Video Streaming. I understand you need an Android RTSP app that converts IP camera streams into a virtual webcam, with recording and conferencing app support. The real challenge is low-latency frame processing through Camera2/CameraX while keeping third-party app compatibility. A common issue: network drops and A/V sync problems appear after long streaming sessions. My approach: first, test RTSP decoding and virtual camera architecture. Then, build controls, recording and recovery handling. Finally, validate with Zoom or another target app. I've worked with Android streaming projects, so I watch for codec compatibility and resource usage. A few questions to better understand the scope: Q1 - Which Android devices must support virtual camera output? This affects implementation choices. Q2 - Start with one RTSP codec? I recommend validating H.264 first. Q3 - Is your target market mainly mobile users or enterprise cameras? This guides testing devices. Happy to go over the details here in chat and suggest the best approach. Looking forward to hearing from you.
