DNS wrapper exposing an API

I'm looking for a senior developer who can handle this project. The project requires the creation of a web service API wrapper around some typical DNS functions. Essentially, if I use a DNS tool like NSLOOKUP, I can get the source data I need. So, the developer should be able to use simple open source libraries to get this source data and add some logic to it, exposing this value addition as a web service. Not interested in working with companies. Only bid if you are a senior developer capable of handling this. There is a reason why no scripting/programming language is selected. It isn't as important as a good understanding of what the project needs
