Hello, I'm a bilingual virtual assistant, translator and interpreter in Dordogne, just on the border of Haute Vienne/Limousin. I help people moving to France and with ongoing admin work and red tape. I've been doing exactly the sort of thing you need since 2009. I charge €25 / hour, which includes all calls (except to UK mobiles, which I charge at cost), emails, postage if necessary etc and local travel. I have a website with a fair bit of information on it about services in France. I'm not allowed to post it here but you may be able to find it. Please let me know in more detail and I'll give you an estimate of how long it would take. Generally it takes about 15 minutes for water contracts, 30 minutes each for EDF and internet/phone contracts (though depends on company and waiting time, and a bit longer for a brand new line).
