Overlay within ±2 mm at 1:100 is tight: if the PDFs are raster scans or were exported with distortion, tracing alone won't hit that, so I'd check the scale on your first sheet before anything else. My closest work is AutoCAD plugin development and technical drawings of fixtures and aluminium structures. How many sheets are in the set, and are the PDFs vector or scanned?

Elevation PDFs exported from CAD usually still carry the original vector lines, so I'd take the geometry straight from them at true scale rather than tracing by eye, then rebuild it cleanly on your layer list and add the lengths, heights, sill levels and datum points as proper dimensions. Before any sheet reaches you, I'll run your overlay test myself against the PDF at 1:100 and check it opens in a plain AutoCAD 2020 setup with standard fonts and no proxy objects, so what you verify is already verified once.
