I'm enclosing a photoshop psd image. It consists of two layers, the red one in the background, and a cute one of a dinosaur. I would like someone to show me how to reduce the dinosaur in all dimensions so that there's a totally even red border of whatever size pixels I want. If I just go to transform and change the length and width, it does not give me an even border around the image.
