Since you have not provided with the example link yet, I made the website based on your description - this is the home page/landing page. Skipped the electricity form as I was not clear about it. This is a screen capture of HTML/CSS code and not a image/psd. If choosen I can make the website completely based on your requirements. Based on a free online theme and built with bootstrap/jQuery. Image2 shows the dropdown of menu elements.
