The sheet which needs to be corrected is FL1 ( the other sheet FL2 seems to work OK so this has been uploaded for your reference if needed )
THE MAIN PROBLEM - in sheet FL1 the total of I 4563 and P 4516 and AL 4516 business expenses excluding VAT tax should all be the same figure, but are they are not correct and do not balance, so this makes the whole sheet inaccurate and it needs repairing. I also need a blank 13 month April to April template I can use for subsequent years.

What you have there is a seriously convoluted spreadsheet. It's just a case of following the formulas back. However, without understanding exactly what everything is, it is a tough one to tackle. I feel your pain. Give me a shout if you want this entire process migrated to Microsoft Access. It will genuinely make your life much easier. In the process we would probably come across the error that is causing the discrepancy in FL1.
