Design a simple single webpage

I'm a freelance programmer, doing a lot of open source work and occasionally do some for-hire work. Design is not something that comes naturally to me but it's very important to me that anything I release look nice and be user friendly, so I do take a lot of time (too much time, since it's so unintuitive to me) on UI/UX for webpages I create. I don't have any big fancy projects, instead I just have simple single-page apps that I want to look good, clean, and user friendly.

They all use bootstrap as a base as you might be able to tell. These are examples of opensource stuff I do (don't rip on them too much, it really did take me many hours to come up with the look of each of these!).
The other type of webpages I make is dashboards for visualizing data. Here's an example of what a typical page looks like barebones before any design: [login to view URL] As you can see it's fairly simple, but it looks too plain and I always like to try to make it a bit nicer before releasing things to the wild or to a client.
When there's a page to design, I wouldn't want a long complex process for figuring out the exact requirements as is sometimes required for bigger projects. These would always be quite simple - input: I give you a plain looking webpage (or sometimes a simple wireframe drawing) with some text some input fields and some charts/tables, and the deliverable would be an image or html file of how the page can look much nicer but still keeping it simple, not fancy. I don't want hover states, I don't need any extra bells and whistles, my needs are very basic, just take my plain webpage and add some makeup to it to make it look a bit nicer. Doesn't need to be pixel perfect or extremely professional.
The first tester task (you can think of it as the "interview") would be to do a super simple redesign of this page: [login to view URL] I don't want anything fancy, just whip up something in half an hour that changes the basic css/look of the page to make it look a bit less plain. Spacing, fonts, sizes, perhaps colours or element positions - just simple stuff that will make the page look better. If I like that then I'd like to give you more pages to design
