     but for now if someone can achieve intensity of the style we referred. I would like to award as winner and work with that artist for the complete banner. We might increase the budget if the artist is skilled..

  Or
  Do you just want us to edit/modify the " to morp & modify.jpg" pic to look like the Reference style ?

     Let me clarify:
     Need a digital painting of the layout shared.. if the face angle not matching you can take other images from google search.. you can keep those as base reference and develop a artwork on top of it.
     Do you want us to make an actual Digital painting of that "to morp & modify.jpg" image in Reference Style? YES
     Or
     Do you just want us to edit/modify the " to morp & modify.jpg" pic to look like the Reference style ? NO

  Does the artwork need to be exactly like the image "to morp & modify.jpg" with the Indian Periment building? or just the portrait of Kamala Hassan like in the reference.
